การกักกันโรคก่อนนำสัตว์น้ำใหม่เข้ามาเลี้ยง การกักกันโรค (quarantine) เป็นวิธีการป้องกันการนำเชื้อโรคเข้ามายังพื้นที่ที่ปลอดจากโรคโดยกักสัตว์ซึ่งอาจเป็นตัวนำเชื้อก่อโรคไว้จนกระทั่งมั่นใจว่าสัตว์นั้นปลอดภัยไม่แพร่เชื้อต่อสัตว์ที่อยู่ในพื้นที่แล้วจึงค่อยนำเข้าสู่พื้นที่ การกักกันโรคเป็นกุญแจสำคัญในมาตรการการจัดการความเสี่ยงที่จะต้องนำมาใช้พิจารณาในกรณีที่มีการพัฒนาจัดทำแผนยุทธศาสตร์สำหรับการจัดการสุขภาพสัตว์น้ำ หลักการที่ใช้ในการจัดทำการกักกันโรค สามารถแบ่งได้เป็น 3 รูปแบบ โดยพิจารณาจากระดับความเสี่ยงของสัตว์ ซึ่งได้มาจากข้อมูลผลการวิเคราะห์ความเสี่ยง (risk analysis) ดังนี้ 1. การกักกันโรคตามปกติ (routine quarantine) เป็นมาตรการกักกันโรคปกติที่ทำกันอยู่แล้ว มักทำในสัตว์น้ำที่จับเพาะเลี้ยงในพื้นที่นั้นๆ และมีการขนย้ายภายในพื้นที่เขตใกล้เคียงกัน เช่น การเลือกใช้พ่อแม่พันธุ์ปลอดโรค (Specific Pathogen Free stocks) การตรวจสุขภาพสัตว์ก่อนขนย้าย มาตรการกักกันโรคก่อนส่งออกหรือนำเข้าในพื้นที่ ซึ่งไม่ได้เพิ่มเติมมาตรการการจัดการความเสี่ยงอื่นๆ จากที่มีอยู่แล้วตามปกติ 2. การกักกันโรคของสัตว์น้ำที่มีความเสี่ยงต่ำ “lower risk” species เช่น การขนย้ายสัตว์น้ำสวยงาม การกักกันโรคลักษณะนี้จะมีการปรับปรุงพัฒนาระบบและมาตรการความปลอดภัยทางชีวภาพสำหรับสัตว์น้ำขึ้นอีกระดับจากที่ปฏิบัติเป็นปกติ เพิ่มมาตรการจัดการความเสี่ยงเพื่อลดความเสี่ยงในการนำเชื้อก่อโรคเข้ามาในพื้นที่ 3. การกักกันโรคของสัตว์น้ำที่มีความเสี่ยงสูง “high risk” species สัตว์น้ำที่เข้าข่ายกลุ่มที่มีความเสี่ยงสูงยกตัวอย่างเช่น การนำสัตว์น้ำเข้ามาจากประเทศหรือแหล่งต้นทางที่เคยพบการระบาดของโรคที่ต้องเฝ้าระวังมายังประเทศปลายทางที่ปลอดโรค ซึ่งจัดเป็นการขนย้ายผ่านพื้นที่ที่มีความแตกต่างทางสถานะของสุขภาพสัตว์ (different health status) สูง จึงมีความเสี่ยงสูงที่จะทำให้เกิดการแพร่กระจายโรคสู่สัตว์น้ำตามธรรมชาติ หรือมีผลกระทบต่อการเลี้ยงสัตว์น้ำในพื้นที่ปลายทางได้ หลักการของการกักกันโรคไม่ได้นำมาใช้เฉพาะในกรณีที่มีการขนย้ายสัตว์น้ำต่างพื้นที่เท่านั้น สำหรับการจัดการฟาร์มก็ต้องมีการจัดการกักกันโรคเพิ่มเติมเหมือนกัน เช่น ในฟาร์มพ่อแม่พันธุ์ที่มีมูลค่าสูงเกิดพบมีปลาป่วยขึ้นมาก็ต้องมีการแยกสัตว์น้ำที่ป่วยออกจากสัตว์น้ำปกติเพื่อวินิจฉัยโรคและให้การรักษาต่อไป ไม่ควรปล่อยเลี้ยงรวมกับปลาปกติเพื่อลดความเสี่ยงของการระบาดของโรคในฟาร์ม ตามหลักการกักกันโรคที่กล่าวมาอาจฟังดูเข้าใจยากแต่เป็นเรื่องไม่ไกลตัวที่ฟาร์มควรให้ความสำคัญ ทั้งนี้การกักกันโรคจะยิ่งมีประสิทธิภาพในการควบคุมป้องกันโรคเมื่อมีการนำมาใช้ร่วมกับระบบความปลอดภัยทางชีวภาพ (biosecurity system) ของฟาร์มนะคะ
Introducing new animal and quarantine process Quarantine is a management practice that aims to prevent disease to enter disease-free area when bringing in new animal(s). Quarantine process is about keeping newly introduced animal in one place apart from the main population until it is proved that the new animal contains no disease. When the quarantine process is finished, animal is then allowed to enter the population. Quarantine is one of the important keys to develop health management strategies in aquatic animal. Quarantine process can be divided into 3 levels, based on the level of disease risk that can be presented in the animal. 1. Routine quarantine: A regular quarantine commonly performs with the animal being captured, reared and transported within the local area or the area closed by. Such practices include using Specific Pathogen Free (SPF) stocks, disease testing before transporting the animal and any other standard practices when transporting animal in/out of the area. Routine quarantine doesn’t require any risk analysis process. 2. Quarantine for “lower risk” species: This process is usually applied in ornamental species. Biosecurity management is added to the process of quarantine in order to minimize the risk of introducing disease into the population. 3. Quarantine for “high risk” species: This process is usually applied in animal with high risk of carrying disease(s). Such as when importing animal from acountry (area) that have been reported with particular disease to a disease-free country (area). The movement between countries (areas) with different health status may lead to disease outbreak in destination country which may have tremendous effect to both farm animals and animals in natural resources. Quarantine is not only used when moving the animal between areas, but also used for disease management in farm. For example, when disease occurs in high value broodstock population, sick animal should be carefully separated from the population for disease diagnosis and treatment. In this situation, quarantine’s principle is applied in order to prevent disease spreading in the population. Quarantine process may seem to be a little complicated and seem to be far from you; nevertheless, it is closer than you think. In addition, quarantine and biosecurity system are the most effective when being used together. |
